PART I. ESTABLISHMENT OF THE COMMISSION ON CIVIL RIGHTS Section 101. (d) Compensation of Members of the Commission (a) Each member of the Commission who is not otherwise in the service of the Government of the United States shall receive the sum of $50 per day for each day spent in the work of the Commission, shall be reimbursed for actual and necessary travel expenses, and shall receive a per diem allowance of $12 in lieu of actual expenses for subsistence when away from his usual place of residence, inclusive of fees or tips to porters and stewards. (b) Each member of the Commission who is otherwise in the service of the government of the United States shall serve without compensation in addition to that received for such other service, but while engaged in the work of the commission shall be reimbursed for actual and necessary travel expenses, and shall receive a per diem allowance of $12 in lieu of actual expenses for subsistence when away from his usual place of residence, inclusive of fees or tips to porters and stewards.

Subject/Purpose: As I read, I could clearly see that congress was not just proclaiming, but were setting rules on pay limits for jobs for blacks and whites together, not separate, but equal as one. Back then, whites were usually payed a few cents all the way up to a dollar more than blacks or African.
Context: The text that was put together for us by congress is proclaiming that all me and women get equal pay. Of course that depends on the job that you have, but both blacks and whites, men and women. Before there was unequal pay, and the pay was unregulated, and very biased. I believe that in this document, congress was fixing the problem.
